OLD ELM VILLAGE
Completion Date: Fall 2001
Owner: Burbank Housing Development Corp.
Architect: Morse & Cleaver
Landscape: Zac Landscape Architects

These low-income houses are located at 359 West Payran Street in Petaluma, California. The development takes its name from a majestic 100 foot Elm tree located in the middle of the site. The tree, along with several others, became focal points of the 80 clustered two-story townhouses. It was developed as a richly textured neighborhood for families and their children. The design involves homes close to one another with human scale streets in a classic village pattern seen in many places around the world, but adapted to modern needs here and now. The homes are two-story duplex style or flats above neighborhood retail. Instead of large surface parking lots, parallel parking was used to satisfy all parking needs. Definite care has been taken to create a complex, graceful, interesting, and harmonious whole.

Benefits of this subdivision include a pedestrian-friendly environment, along with a safe and interesting place for children to play while they can be watched over by adults. It includes a centrally located 1,600 square foot community center, play areas for toddlers and teens, and a large daycare facility that serves on-site families as well as those from the surrounding neighborhood. The setting supports the development of old-time neighborhood community. The main design goal was to provide high-density affordable housing for Petaluma, while still providing needed privacy, individuality, and good design.
